THIS HANDBOOK IS INTENDED TO SUMMARIZE CERTAIN POLICIES, PROCEDURES, AND PRACTICES OF THE CITY OF ANDERSON (“ANDERSON”). THE EMPLOYEE IS ADVISED THAT BECAUSE CONDITIONS AND CONSIDERATIONS MAY CHANGE FROM TIME TO TIME, ANDERSON RESERVES THE RIGHT TO MODIFY, AMEND, ELIMINATE OR DEVIATE FROM ANY OR ALL OF ITS POLICIES, PROCEDURES, AND PRACTICES IN ITS SOLE DISCRETION AT ANY TIME. THE EMPLOYMENT RELATIONSHIP BETWEEN ANDERSON AND ITS EMPLOYEES IS AT-WILL AND VOLUNTARY UNLESS IT IS PURSUANT TO A WRITTEN EMPLOYMENT CONTRACT. THIS MEANS THAT EITHER ANDERSON OR AN EMPLOYEE CAN TERMINATE THE EMPLOYMENT RELATIONSHIP AT-WILL AND AT ANY TIME, WITH OR WITHOUT CAUSE, AND WITH OR WITHOUT NOTICE, UNLESS IT IS GOVERNED BY A WRITTEN EMPLOYMENT CONTRACT. THE EMPLOYMENT-AT-WILL STATUS OF AN EMPLOYEE CANNOT BE ALTERED BY ANY OTHER REPRESENTATION, BUT CAN ONLY BE CHANGED BY A WRITTEN CONTRACT WHICH MUST BE SIGNED BY CITY MANAGER OR THE CITY MANAGER’S DESIGNEE.
